I would have to say Peter Luger’s in Brooklyn is the best that I’ve had. It has been rated the best in NYC by Zagat’s for 30 years or something crazy like that.
Honorable mention: Sparks Steakhouse
As far as Italian goes, Alot of people are going to say Babbo, Mario Batali’s flagship restaurant. I have been there, and while it is outstanding, it is a little too obscure to be considered good ol homestyle italian cooking. It’s also very difficult to secure a reservation, and it very expensive.
If I want some traditional Italian food, my favorite is Il Cortile in LIttle Italy (Mulberry just north of Canal St) – It’s just fantastic.
The best however, is Raos up in Spanish Harlem…i had the pleasure of going once, and this is the most difficult reservation to secure in Manhattan – the tables are privately owned, and you must be invited by the table’s owner to dine there. The atmosphere is straight out of the godfather – it feels kinda like you’re eating in someone’s living room.
That would be Ruth’s Chris Steakhouse.

The best steak place is debatable. I like Keen’s. I don’t like Luger’s — I think it is overrated and is like eating in someone’s kitchen. All the usual suspects have great steak.
Reputedly the best Italian is Il Mulino. L’Impero is also very good.
